Editorial

On May 9th we shall celebrate the 60th anniversary of the Schuman Declaration. The Declaration offers no blueprint for a world very different from that of 1950. But it remains instructive to recall the structure of the founders’ intentions. Amidst a strenuous recovery from the devastation of the Second World War, this brief document of two pages begins stirringly, ‘World Peace cannot be safeguarded without the making of creative efforts proportionate to the dangers which threaten it’. Depuis le premier janvier 2010, l’Espagne préside le Conseil de l’Union Européenne. Au milieu de sa Présidence, quel bilan peut-on tirer?
De prime abord il faut faire deux rappels:
La Présidence de l’Espagne est la première présidence marquée par le Traité de Lisbonne, lequel se fera sentir tant sur le plan du rôle diplomatique du Président du Conseil que sur le plan législatif, car l’entrée en vigueur du nouveau Traité provoque toute une série de nouveautés. Être la première Présidence signifie en ce cas qu’il s’agira d’une Présidence de transition plutôt qu’une vraie Présidence du Conseil de l’UE renouvelé par le cadre du Traité de Lisbonne. European Councils that take place in March each year are supposed to concentrate mainly on social issues, especially since the March 2000 European Council in Lisbon which launched the Lisbon strategy, the aim of which was for Europe “to become the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion”. A mid-term review in Spring 2005 clearly showed that the strategy was not delivering on its targets. It was therefore “relaunched” with a clear focus on “growth and jobs”. Continue reading

Although a large majority of commentators consider the Copenhagen Climate Change Conference to have been a failure, certain influential voices have stressed the value of the Conference’s agreements. I send you this message from the perspective of the poor, of the regional and societal margins of European and Non-European societies. First, I’d like to thank you for policies which contribute to – at least step by step – close the gap between poor and rich member states. Having been for a longer time in Poland, I gladly realized effective infrastructure projects, like clarification plants, complex road junctions or sports facilities in peripherical areas, which were co-financed by the EU and considerably improved life conditions.
